International adoption:
Open countries for Quebecers

Countries of origin decide the conditions that adoptive parents must meet to get a child proposal: age, being married or not, having a child or not, etc. The SAI also gather information on adoption costs from the agencies. All this information is presented by the SAI in an Acrobat ® PDF table called "Tableau des exigences minimales des pays d'origine". Sorry, the table exists only in French, it's title meanssomething like "Table of countries of origin minimal requirements". This table is the only reliable source of information besides calling each agency by phone.

Information published by the SAI might change at any time and must be validated with the agencies, but it can help you determine which countries you want to consider and consequently whoich agencies to call for details. The table contains information about these topics:

  • kind of children nomally proposed (sex and age group)
  • minimum and maximum age you must have
  • obligation to be married or not
  • unmarried persons accepted or not
  • conjoints de faits acceptés
  • infertility certificate required
  • applicants with children accepted or not
  • Trip abroad required or not and time of stay
  • progress report
  • Approximative cost, including trip

Some countries in the list below and other might be accessibles to Quebecers through a private adoption. They never appear on a SAI list. Before any step for a private adoption, please take the time to read the page we prepared on that difficult topic. It is NOT at all as private adoption in the rest of Canada: international private adoption for Quebecer.
