The Secretariat of international adoption
Established in 1982, the Secretariat
of international adoption (Secrétariat à l'adoption internationale),
commonly called the SAI, is the Québec government body that supervises
international adoption by the citizens of the province. According to
the vocabulary of the La Hague Convention, the SAI is the central authority
for Québec. Its main roles are:
- to advise the minister on the different aspects of the law;
- to give consent and supervise the organizations (agencies) empowered to realize international adoption in Québec;
- to issue in the context of each adoption case, letters confirming to foreign authorities that the Québec law as been obeyed;
- to establish contacts and act itself as adoption intermediary for certain countries for which no agency is approved;
- to keep on file information on adoption completed in order to facilitate possible reunion of biological families with adopted children.

The Secreteriat publishes a newsletter (in french) about four times a year, the "Adopt-info". It contains general news, accounts, judiciary columns, situation status in foreign countries and statistics. Subscriptions are free.
